In Washington State at least, the largest pot of money goes into the Salmon Recovery Funding board. This group divvies up the money between 27 local watershed organizations (Salmon Recovery Lead Entity) that decide what habitat restoration projects make the most sense in their local areas.

To have more input on projects in your area, you should really think about volunteering with your local Salmon Recovery Lead Entity group. These folks get together throughout the year to discuss projects and overall strategy. There isn't a Lead Entity for every part of the state, but all of Western Washington is covered.

Each Lead Entity has a citizens advisory group, so there is an automatic place for you to plug in, if you really dig meetings.
