No problem as long as the metal channel isn't too banged up or squished.
After the old bumper is removed use a small screwdriver tip or other flat tool to clean out the grooves in the metal channel. This would also be a good time to check and make sure the channel is not loose. I've had to replace a few rivets to tighted it up.
When putting the new rubber material in, squeeze toward it's center a little and press it into the bottom of the channel. when you unpinch it, it will re expand. Use a small srewdriver tip to guid it into the upper channel groove. If the boat sits high on a trailer you can put the top in first and guide the bottom into the groove.
